In this case, they will seem feral and in a pretty obvious way. Even though the laces will catch them completely off-guard, they will thrash wildly at strangers in front of them. It's almost like they no longer realize how to stand on their own two feet or how to calm down enough to do so.

What might be the most terrifying is the noise they make, like a trapped and terrified animal.

If given space they will calm down after a while, but while you are close they will lash out. It's up to you how you'd like to resolve it!
