[ Standing and walking right now? No... No Atsumu is decidedly not sober enough to do that at the moment. They can blame their good mutual friend Silco for using his powers to prod Atsumu into drinking past his limit earlier just for fun and to test out his newfound capabilities.
Regardless of where the blame can be placed though, Atsumu is well out of it, and feeling too sluggish and unsteady to get his ass up and get some water.
So he watches with bleary eyes as Kaeya takes care of it for them, and by the time the glass is brought to them he sits there for another few seconds, before groaning in protest as he forces himself (mostly) upright to lean forward and grab onto the glass.
The real challenge will be drinking the water without sloshing most of it all over himself, something he's trying to head off by leaning down towards the glass of water, like a toddler first struggling with a sippy cup. Basically, he hunches his back over so much that he puts his face level with the glass of water, and baaaaarely tips it forward to take a sip of water.
