I suspect they might be behind one of the candidates looking to depose him, especially if what was found by Link and the others in the Tribune's quarters during our Oracle battle was true — Voreen replaced him as Tribune in that timeline. Cyrus informed me that a Tribune is Tribune until he dies, too. Naturally, I suspect they may be in contest with him, among their other black marks.
