The wording might be a little confusing, haha! What it's trying to convey is once you've been freed, you can still see other people's past selves to interact with them so that you aren't locked out of assisting others with their time pockets.

You both need to be inside the time pocket to experience any of the effects. You won't be able to see anything from the outside; it'll look like life is carrying on like normal until you cross the 'threshold,' so to speak.
