Really? Highstorm seems way too [snobbish uppity pretentious] orderly not to. They probably just have a more laissez-faire approach, I'm sure someone makes the rounds at least every once in a while just to check on the different areas and make sure it's all going well. Things are probably peaceful, generally... But someone careless enough to lose a finger here sounds like the sort of thing the garden regulars would talk about during teatime or something.
