That is about the gist of it, yes.

[How neither of the faction leaders is demanding anything from them, content to let the Bearers choose their allegiance at their leisure. It's part of why she's unharmonized herself, Ciel is consciously aware, direct orders are far easier to handle than having to make her own decision.

Mm. The assistance they're willing to extend to newly awoken Bearers who haven't chosen is limited, so it's best to find means of supporting yourself sooner rather than later.
